There are quite a few. I second the "Raj Poot" as the best Indian restaurant that I have been to anywhere.
The Bath Spa Hotel has two excellent restaurants - one very traditional and one much more modern; of course the other big hotels (someone mentioned the Priory, and there's the Royal Crescent as well) also have excellent reputations, although I haven't been to either of these.
One of my favourites (although I haven't been there for ages) is Popjoy's by the Theatre Royale (can't get much more central than that!). But if you're looking for lunch (as opposed to dinner), then it has to be the Pump Rooms (ditto for the location).
Other ones that I don't have experience of, but have good reputations are The Wife of Bath (such a bizarre name) and Sally Lunn's if you just want a cuppa!

The "Hole in the Wall" (££) or "Woods" (£) for classic cooking, "Raj Poot" for Indian.
