The Isle of Man is an independant Island with it's own government and passports. Yes they can live in England without applying for residency.

The Isle of Man is not part of the United Kingdom of Great Britain and Northern Ireland. It is a self-governing British Crown dependency. They have the Queen of England as their head of state (as Lord of Mann). The Isle of Man is not part of the European Union.
The Manx do have British Passports and they are British citizens. They can move to the UK but because they are not in the EU they have slightly different rules about working in the EU.
Gibraltar is a a self-governing British overseas territory.Gibraltar is a part of the European Union and therefore has the same rights as the other EU nations regarding living and working in the EU.
