Each County Council is different.
They set the rules and not the government.

Pensioner travel concessions are set by individual councils, so it would depend on which area you were talking about. I'm on the border of two councils. One gives pensioners a bus pass that's valid after 9.30am and the other gives a set amount of travel tokens that can be used at any time, but once they're gone - that's it until the next year.

In the greater manchester area then travel is free after 9.30 am weekdays, free all day saturday and sunday.
If you get on the bus before 9.30am then I think the charge is 70p, the same as you would pay for a child.

9.30 is the correct time and after to use a bus pass, yes they are called "'twirleys", but as some of your answers suggest, the local council do not run your buses. If some operating companies allow you to travel before the "peak period" of 9.30 then you are lucky, and they do so in the minority. Cannot say much more on the subject.

It's a very complicated system in England. Basically, if your local council chooses to provide you free travel before 09:30am, then you get it in your LOCAL AREA Only. If not, you only get it after 09:30am. It's the same if a journey starts before 09:30 outside your area, so you have to pay.
However, on Saturdays, Sundays & Bank Holidays its free all day.

In Scotland all bus travel is free at any time for over 60s.

yes. depends on area. This is why bus drivers call them "twirlies" from them always saying "Am I too early?" when getting on buses before 9am

not acquainted with the UK at present but here in Gaza i would gladly pay full fare on the bus , but we ain't got nun , they were all used as target practice

Dont think so. It nused to be that you could only use a buss pass after 9.30 but i beieve thats changed now
