The are no free shuttles. Taxis are very, very expensive.
The best public transport method is as follows:
From London City Airport, take the Docklands Light Railway directly into Bank (station) (£2.50 single)
and connect with the Central Line (metro) straight into Liverpool Street station. From there, join either the Circle or Hammersmith and City Underground Line to Paddington (station). (£2.00 single)
Follow the signs for the mainline station and join the Heathrow Express Rail Service which links Paddington with London Heathrow every 15 minutes (£12 single).
Typical total journey time varies between 90 and 120 minutes.

i dont believe there are any free shuttles because of the distance its about a 45 minute taxi ride with no traffic, an hour with traffic, or you can catch the train , nothing direct probaly have to change trains at vitoria, its been a while since i did that trip so call heathrow information before you decide,hope this helps.
