you get a job, save up money, then move and find a new job in the area that you live in.

get in a car, bus or train and cross the river severn, the only difference you'll find is that the road signs are in english only, everything else works just the same

First get a job in England - then decide whether you are going to buy a house or rent something - look around near the new job for a house or flat reasonably close so you can travel easily - buy or rent whatever you find.
You only need to see the council if you are expecting to live in a council house - but you will not know which council to talk to until you know where your job is.

Why on earth may you want to bypass to Tidworth? no longer some thing yet squaddies, pregnant young ones and dodgy chippies! Why no longer bypass out of Swansea and to another position in Wales? Cardiff? or maybe over the border into England? Bristol? Gloucester? Cheltenham?

Well it depends what part your going to but you would have to go to council go on a waiting list also if your on benefits then need to go to nearest job centre of where your going to get a live teansfer done asap but then you should be fine hope this hhelps

it works just like it does if you move somewhere else in wales, except it's further.
I wouldn't bother with the council if i were you, i can't speak for all of them, but my local council average waiting time is about 7 years if you live in the area already, and if you don't live in the area you won't stand a chance. They will just give you a sheet of paper with the address and phone numbers of some local estate agents on it, but you can find all that in the paper or the phone book anyway.
If you have a council place where you are, you can go on the transfer lists and look for somebody who wants to live where you are that you can swap with, but that's about the only way it's going to happen.
